Answer 1 maybe if it will persuade Ofcom to move forward.
Answer 2 they would be a lifetime licence renewal details every 5 years as  
main licences
Answer 3 as part of the incentive licensing scheme only full licence  holders 
would be eligible to apply. Note that many newer licensees have had the  
facility to choose the suffix of their callsign.
