Maybe send a note to Don G3XTT and see what he has to say about it. The  
problem would be providing evidence that another station actually set out not to  
work you. Pile-ups can get quite deep for island stations.
 
In my experience of IOTA I've never found anyone who didn't want to work a  
new multiplier!
