[UK-CONTEST] IOTA 2008, a wee bit of poor operating (IMHO)

I had this repeatedly some years ago with a US station operating in the
Caribbean who was in my section and the previous year had come in second
place to me! He was 20 over 9 on 20m and 40m and I had 400W and yagis at
80ft on each band...
I found the best way was to call him under another callsign - get him to
respond and then say that you called him accidently with the wrong call and
get him to correct the call.

This year GM2T enjoyed a fantastic contest, the team was great and the kit
worked well with many QSO's in the log from near and afar. The weather in
the
Hebrides was exceptional and we all came back tanned / burned but having had
a brilliant time.
I'm after a bit of advice tho, what can we do about a station who we knew
could hear us and willfully ignored us on many bands and over a long period
of
time despite repeatedly calling. No names, but the station was a new mult
for
us and in my opinion did not enter into the spirit of the contest.
Is there a reporting structure where a complaint could be made ? is it
worth
doing ? has anyone experienced this in the past ?
