[UK-CONTEST] Russian DX Contest

This has been done to death on the cq-contest reflector (see 
http://lists.contesting.com/mailman/listinfo/cq-contest) and has been 
generally condemned.

The reason, apparently, is so that the organisers can monitor those who 
claim to be in the QRP category but run excess power. Problem is of 
course that the low-life who would cheat in this way are not going to 
observe what is only a recommendation.

The problems with adding /QRP to your callsign are (1) it is illegal in 
most countries; (2) in a pileup or with heavy QRM, I don't want to be 
distracted copying four characters that do not form part of the callsign 
and which I am not going to log.
