[UK-CONTEST] Reports in 80M Club contest

Hi

Someone worked me in the 80M CW club contest last night and wasn't sending
the "599" part of the report, only the serial no.

Presumably an attempt to increase rate, although it didn't work in my case,
I wasn't expecting the serial on its own which rather threw me and I had to
ask for a repeat.

It raises the question though, is that within the rules?  I agree that the
599 has become meaningless but that is a different issue!
