I'm sure that you are right, some of the NATO/ICAO phonetics don't work
under all conditions, how some choices of words was made is a mystery, no
doubt decided after many meetings by a committee.
I wonder what words would be chosen today if the present alphabet was ever
replaced?
When I was first licensed I'm sure that no UK amateur would ever gave signed
'Germany 3' for risk of being lynched, it always seems wrong to use name of
a different country for the first letter of a callsign, it must be very
confusing for the uninitiated to find that Mexico 3 is England.
George 3 London Victoria Pacific often works better than the NATO/ICAO
version but I have to remember not to use 'George Sugar Charlie Pacific
London' when I'm flying, ATC might not be amused.
