Agreed with both David and Roger LDI. There are still  far too many 
un-neutered FT1000s and similar public nuisances wandering around.

The time has already arrived when it's possible for the HFCC to record 
the whole of a CW CC contest for later inspection, and at the very least 
start to send out some warning e-mails - complete with samples of the 
evidence.
