Ken,
I have dabbled on and off in WAE-CW for several decades,
both as EU and (occasionally) as DX.
With modern logging software the managing of your QTCs as DX
(from outside Europe) is a whole lot easier than from within
EU (where you have to receive and log the incoming QTCs
accurately).
Receiving incoming QTCs is not as daunting as it may first
appear. Most senders of QTCs do so in a highly structured
way (thanks to their software), but sometimes the DX station
will try to take annoying short-cuts by ignoring the
(repeated) hour in the GMT bit of the QTC. This can be
confusing the first time you hear it. Otherwise most people
send a full GMT, rather than an abbreviated (i.e minutes
only) GMT.
Unless your touch-typing is really good I would suggest that
you take down the QTCs manually on paper and then enter them
into your log immediately after receiving the QTCs. Although
the contest-software for QTCs is usually very good, it's
still easy to get into a muddle by trying to put the wrong
bit of the QTC into the wrong box, particularly if you want
to make corrections on the fly.
If you want to set yourself a reasonable "QTC target" try "2
to 1". i.e try to collect an average of two QTCs for each DX
QSO made. Remember it is only 10 QTCs that can be received
from any one DX station, irrespective of band. These ten
QTCS can either be received in one go, or in any number of
goes on one band or across different bands.
If you have say 7 QTCs logged from K1ZZ, and you hear K1ZZ
later in the contest, you will probably be able to judge
from hearing the (GMT element of the) QTCs being sent, to
know whether he might have another three QTCs for you to
complete the set. There's a lot of "QTC?" going on by EU
stations during the WAE-contest. When you 'work' K1ZZ to
pick up the remaining QTCs, it does not count as a QSO. The
logging software will take care of this.
Yes, both the WAE-CW and WAE-SSB Contests are "Europe vs the
rest" (i.e no inter-EU or inter-DX QSOs). However this does
not apply to WAE-RTTY which is a DX-work-EU and EU-work-EU
(but not DX-work-DX) contest.
For a CW op, there's huge satisfaction in copying correctly
an incoming set of ten clean QTCs.

Hi All
Not operated WAE except just giving away a few points etc in
the past, and NOT handled QTC traffic either! but anyway
decided to have a pop at it.
As a G, I can only work DX, not DL, EA's G, I etc!!
1, Who asks for QTC traffic, me, or the DX station, Or both
can!
2, If I work dx stn K1AAA on 20m at the beginning of the
contest and he passes over 6 QTC's which I log, I work the
same station (K1AAA) much later on say on 40m, can we work
again to complete the 10 QTC's
I think that's about it!
