[UK-CONTEST] Contest idea "Last 2"

Hi Peter,
That's been pointed out, so only duplicate "last 2's" would score, but not
from the same station. i.e. "IR" in IO90 would count 3 as an initial, and
"IR" in IO91 would count 1 point, but not from the same station(s) in those
squares. These are suggestions as a scoring system, it's not a full blown
working model yet, that's up for debate. Nothing else has been offered, so I
thought I'd get something out to stimulate discussion.
We need something as well as UKAC, not a replacement, or modification.
