I can speak for Logger32 and N1MM software both of these can have 
variable RST but default to 59(9). I agree so much easier to just send 
the default and thus the default is  sent in 99.99% of QSOs.

Incidentally I would not call Logger32 a contest logger more a general 
logging program.
