You don't *need* to be a member to contest.
The requirement is only mandatory if you enter an RSGB contest and you 
wish your entry to be placed. I would have thought that if you liked 
contesting you would have a crack at it, whatever your membership status 
with the body sponsoring the contest. One can contest, submit a check 
log and compare performance whenever one feels like it.
If you want to attract people to contesting, point out that it is a 
hobby where the Sunday morning league can compete on the same 'pitch' at 
the same time as the Premiership - and score. Just not as many goals as 
you would like...
