[UK-CONTEST] Contest call secondary locator question

BR68 is obsolete. The new license simply says that clubs can use the
secondary locator if they want to (slight paraphrase). This was
originally excluded in the draft version of the new license, but was
restored after comments from clubs who wanted to keep the option.

Anyhow, as Justin has pointed out, it's the SCC NoV that governs the
use of the SCC, and it doesn't mention secondary locators.
