I think the point people have made is not that they want to "win" but
that opportunities on the V/UHF bands tend to be fleeting and should be
maximised as far as possible. Stopping anyone calling CQ inhibits this,
as has been pointed out by several correspondents. Turning people who
(for whatever reason) aren't able to go /P into second class citizens
isn't going to encourage their participation and benefits no-one.
