You may well be right about entering but if you check the results for 
past years you will soon see what is intended for the contest (i.e. it 
is a domestic/near Eu contest).

Re your contact with France - of course QRP contacts across the Atlantic 
are possible but I can assure you that your chances of working other 
contest stations in this contest are very slight indeed from the USA. 
Your QSO with France is likely to have been with most, if not all, of 
the path in darkness. For the hours of this contest, most of the path 
will be in daylight which will mean that there is no propagation on 40/80m.

Why not have a go and find out - but be prepared to explain to all your 
contacts what you are doing!
