I think you'll find that is a feature of the bilateral Canada-US reciprocal agreement, which has not been updated to conform to current "normal" usage. For others the correct form is VE*/homecall, whether under CEPT arrangements or when issued with a specific reciprocal permit (my copy pre-dates Canada joining CEPT and specified VE3/G3VQO).
