I think Ian has identified the essence of the matter.  Contest exchanges 
have been made exactly as they are today (each participant contributes 
one side only) for at least the last 50+ years, whereas the current RSGB 
rules about "both callsigns" will have been written comparatively 
recently.  Guess which needs to change.
