[UK-CONTEST] French amateurs

One waits on l'Administration. It needs signoff from many layers: ARCEP, 
ANFR, the Prime Minister... then publication in the Official Journal.

OTOH French amateurs can put up a 12m tower with no paperwork at all. 
And since last November, to go above that - to at least 100m, I think - 
you submit a simple form to the mairie, un 'declaration prealable', with 
a few drawings and you can start work in two months maximum.
This is not *permission* but a statement of intent :-) The usual caveats 
apply of not disfiguring buildings of historic importance, or 
overlapping neighbour's land and public highways.

But OTOOH, French amateurs pushing out more than 5w erp must submit to 
the authorities their maximum erp on each band by 13th July. I doubt 
that will produce much more than scorn from the AM net on 3550kHz ;-)
