Thanks for correcting me Colin, I should have checked it first...

The 5B operation was apparently a few years ago. If so it would have 
been under the BR68 licence. I have just had a browse through that and 
there is no mention I can see there of CEPT not being allowed under 
club licences. So maybe he was under a misapprehension at the time that 
it was OK.
