You're right John, either open the door to restricted teams (per the 
Restricted section) with their own competition or, in the case of the UK,  G 
and ROUK teams could work.  The problem I see with the Restricted option is 
that the southern hemisphere boys would be disadvantaged until the higher 
bands really come on stream.  Might need a different fudge (sorry latitude 
correction!) factor of their own - gets complicated.
