It is the 'softly softly' approach that puzzles many of us Roger. It should be shouted from the rooftops as a deterrent to others, especially in open and shut cases like this although I can appreciate they may be fearful of lawsuits in some instances.
 
If we travel to foreign shores the first thought followed by the first question is how and where do we get the licence? The rubber necks of some of these guys is astounding as per this comment from RA3CO....
"I don't particularly care what the Colombians think, I just want my name out of this mess."
