[UK-CONTEST] Contest Ethics

It is part of the human condition to work around the rules and then 
blame elsewhere when found out. Very biblical: Adam blamed Eve she 
blamed the serpent. Thoughts of  MPs, Expenses and mistake (oh yes!) 
comes to mind. I agree publicity is the best deterrent for the next 
contest - but I would not have known unless you had shown me on this 
reflector and very few contesters belong. So how to ensure everyone 
knows is an interesting question.

Incidentally I heard one Russian admit on the air to 5KW in a contest 
with a maximum of 1.5KW - at least he was honest probably did not know 
the rules of that contest.
