[UK-CONTEST] Contest calls and 'regional locators'

The NoV was issued with a W which changes to an M in Scotland to match
the Scotland NoVs. No /P is needed (or allowed) due to the (now
superceded) requirement to notify Ofcom of the location it will be
used at.
