[UK-CONTEST] Contest calls and 'regional locators'

Okay, I'll try and explain this in words of a few syllabubbles  :-)

Stewart, the prefix you use in Scotland is GM.   I won't go into the 
Shetlands saga.   The secondary locator is not pertinent to Short 
Contest Calls and was only left in the revised licence as a result of 
representations from a few clubs who had thousands of GX, GC etc QSL 
cards printed.   The secondary locator was only introduced to allow a 
third party to pass greetings messages and this is now allowed under the 
revised licenced.   It is possible/probable that the secondary prefix 
will be dropped when the licence conditions next come up for revision in 
a couple of years but changes will be subject to an Ofcom consultation.

The use of the suffix /A, /P, /M is now optional as far as the licence 
is concerned.   It may of course be required where contest rules specify.
