As with CQWW, it may be that the IOTA Contest adjudicators score
logs based on what the geographical part of the exchange should be,
regardless of what was actually sent (or was not sent).

What else could they be reasonably expected to do?  I know we
are usually urged to log what we hear, but that policy can lead
to the anomaly described.

When I work a G in the IOTA contest who, for whatever reason,
gives no IOTA reference, I have no qualms about logging EU5.
