Firstly you will find it rather easier at the proper link:

And I notice that this doesn't seem linked anywhere from the rest of
the site. I do see though that it still has the old out of date link
for Minos (should be http://minos.berlios.de).
I don't want to get into any arguments over standards, but that
particular document is for the VHF/UHF committee of the IARU and has
almost nothing to do with contesting. You cannot compare the two
documents as the HF one is ONLY about contesting.
As for log standards, Cabrillo was developed in the USA, where the
format of VHF/UHF contests is totally different from over here. Whereas
Cabrillo (hardly a standard itself) is appropriate for our HF contests
it is not really useable for our VHF ones. I know that some on the
committee have very strong views on this, it won't change...
