[UK-CONTEST] Proposed change to UK Activity Contest

I agree with this comment. Starting 30 minutes earlier is workable but an
hour earlier is likely to clash with some folks domestic arrangements.

I'm also in favour of the UK squares only multipliers suggestion.

An early start like that is too early for our group, some of us work a  
distance away from our site and if the contest starts at 7pm then  
there quite simply isn't enough time to get home from work and get to  
site for the start.

I'd go with 7:30pm but 7pm is just too early.
