[UK-CONTEST] Proposed change to UKAC Contest Start Time

The survey is closed! not very helpful for those of us how were on  
holiday!
Especially since I've made every effort to make the Tuesday contest  
every month (except the last one when I was just too busy).

What is the outcome?
