[UK-CONTEST] RSGB contests

This has been covered more than once here.  All I would say is that I 
believe that failing to observe the band plans is UNGENTLEMANLY but 
those who are jamming and deliberately qrm'ing contesters because they 
think they are not observing the band plans are behaving  ILLEGALLY.
