[UK-CONTEST] IOTA -" nul points" for Fixed-to-Fixed, pse!

We already have too many everybody-works-everybody contests. Every country 
has one! (Shame that RSGB 160m contests are moving that way).

Paul's suggestion is a step in the right direction: non-island to non-island 
only one point.
