I like the idea of reducing the point count for non-island to non-island 
QSOs. This would further tilt the balance to island based QSOs, which is 
the reason for the contest. It would mean that to get a good score as a 
non-island contester then need to search out and work Islands thus 
changing the balance between Run and S&P.

There will always be the contester who just wants to sit on one 
frequency and Run - every major contest has them. Of course they may be 
using their 2nd RX to do within band S&P at the same time.
