I don't think anyone's mentioned yet that the reason for requiring a
fixed station entry to be from the licensee's address was to prevent
the use of a club station in 'S' sections - something that started
happening during my time on the CC. It was felt that the 'S' sections
should be restricted to individual operators using their home
stations, and that club stations, which by their nature are the
product of many peoples' efforts, should be entered in 'M' or 'O'
sections.

The use of a contest call in S sections was discussed at length at the
time, and was considered OK.
