[UK-CONTEST] Individual Short Contest Callsigns

Our newly re-formed group doesn't meet the criteria so we can't apply.  It's a real shame as I asked our Chairman to apply for one of these last year but he didn't get around to it and now we can't have one.

There would have only been two contests per year we'd have used it for but I still feel a bit saddened that we now don't seem to be able to apply.
