[UK-CONTEST] RSGB contests

Band plans are there for the benefit of all, otherwise we'd have a free for 
all, with ensuing chaos. To say band plans are not mandatory to justify 
operating where you like is a convenient get out. Band plans aren't perfect, 
but the majority of us get along with them, and push for changes, if 
required, through our dedicated bodies.
