[UK-CONTEST] 59 reports on VHF

Being serious, I would rather real reports were given in all contests.
It adds a bit more skill to getting the exchange right. However, the
standard 59(9) is now so entrenched in HF contests that it is to all
intents and purposes obsolete, in that nothing is conveyed. So we might
as well not bother with it?
