Ignoring if it's allowed or not, I believe N1MM out the box could /almost/
do this across a WAN by configuring it as a Multi-Multi and making
appropriate configuration changes, kind of "distributed Multi-Multi",
however "it" would struggle to understand why you were all on the same
frequency, working dupes.

Be fun to try. I like weird stuff like this, connecting each together
loosely and I nearly put a project together recently to try this out. I'd be
glad to share my experience if I did. 

It would be fun to see your competitors making real-time QSOs. It would
certainly make you get your finger out! :)
