And as I have just been prompted to check my facts, I can confirm that I 
was incorrectly referring to the HF general rules 4.e whereas in fact 
VHF rule 4.i applies.

The wording of that rule makes no mention of the use of private spotting 
networks.

So whether I agree with it or not it *seems* like the proposal would not 
break the rules?

VHCC may wish to clarify.
