[UK-CONTEST] RSGB 1.8 MHz Contest

For the RSGB 1.8 MHZ Contest on Saturday, the General
Rules for RSGB HF Contests apply.
Rule 4 states "Points are not lost if a non-competing
station does not send appropriate information, but a
report must be logged and any other exchange sent by
that station must be recorded".
I believe this rule is a legacy from the days of paper
logging, and is unworkable, or unenforceable, in the
computer era - with regard to the necessary constraints
imposed by contest loggers, the Cabrillo standard for
contest logs, log submission robots, and log-checking
software.
Here's a suggestion for an update of the rule.
Points are not lost for QSOs logged with non-UK
stations who do not send a serial, or who send
unrelated exchange elements. When a serial is
received, no further exchange elements should be
logged. When no serial is received, log zero.
