[UK-CONTEST] VHF contest scoring

The new UKAC multiplier rules will make some interesting changes and bring 
a fresh approach  to Tuesday evenings. However, what is most disappointing 
is that the contest committee has not seen fit to alter the grossly unfair 
scoring in VHF NFD. Fair enough to limit the operating periods on 4m and 6m 
but it is quite wrong that operators working on 23 cms, who are relatively 
few anyway, have to spend 24 hours to amass a possible 1000 pts whereas 
those choosing to operate 6m and 4m have only to operate 6m for  8 hours, 
go home for a night's sleep, flick the switch on their transverters and 
operate 4m for 6 hours to amass a possible 2000 pts. It is 23 cm that needs 
the incentive not either 4m or 6m where plenty of stations are active..
