[UK-CONTEST] Unnecessary 80m CC Rule tweaking

Hi Rob,

I think everyone realises they can still take part, just not necessarily 
in the section they prefer or with the Club they prefer!
Unfortunately the impression gained so far is that the entries will be 
reduced, certainly not the intention I hope.
