[UK-CONTEST] Unnecessary 80m CC rule tweaking?

Can a club put one entry in for he "local" 35km limit and also include all
of those entries along with more distant members in the "general" section?
In that way the general section is no different from before, but local clubs
can compete against other on similar terms.

As per your point (1), it seems that local clubs who currently have members
outside the 35km limit will be forced to enter the general section and not
the local section. Otherwise their members outside the 35km limit will not
be able to participate and those members and their fellow members would be
very aggrieved. Surely a local club in this situation would not enter the
local section if that resulted in the exclusion of some of their members.
They would have to join the general section and compete against the contest
groups and regional groups so the proposed new 35km rule fails to give the
effect envisaged by the contest committee. I would have thought a 50 mile
rule as per AFS would have been more inclusive and be more likely to give
the desired effect.
