It is called herd advantage. If everyone does this then everyone gains. I
noted when the local club was taking part in VHFNFD this year that we (there
are many of us who always send the 59(9)) convinced even the hardest
proponent of giving "true" RS(T)that sending 59(9) was a benefit. It also
cuts down on repeat requests, which is a decided advantage.
Incidentally in the previous year 2010 VHFNFD we suspect that one entrant
was probably sending 55 and deliberately recording 59 in some QSOs. So maybe
you are a victim of such illicit gamesmanship?
I work both HF and VHF contests.

I had a bet some HF person would say that! You are completely missing the
point that the person making the error doesnt get penalised. Also that the
error can be with the report, the serial, the locator or callsign.
