The contest organisers have heard these arguments rehearsed for 
decades.  They are all active HF operators, inside and outside 
contests.  They are well aware of what the difference is between a 
frequency restriction, a power limit and a band plan.  It is an 
appalling piece of sophistry to pretend that they mean something that 
they could and would say quite clearly if they wanted to.

They are also aware that bandplans vary radically from one part of the 
world to another, especially on LF.  The VK bandplan permits SSB at the 
top of 30m, the old Region 3 bandplan used to permit SSB down to 7.030 
(not sure post-band expansion), 80 and 160 are a mess of conflicting 
frequency allocations, bandplans and variable power limits everywhere.  
If I was a contest organiser, I'd be pretty damn chary of getting 
tangled up in policing something that I had no authority to police and 
often incomplete and conflicting information on.

That said, I am all in favour of hard limits of 7.020 and 1.820 for SSB 
contests.  Break 'em (and that means transmitting LSB below 7.023 and 
1.823), you should be disqualified.
