Another disappointment!

The organisers probably think they've done enough by including " obeying 
frequency restrictions and power limits for their own country " in the 
rules.  It's an appalling piece of sophistry to suggest that this is not 
intended to include band plans.

We're not talking about 'Contest-preferred segments', where the wording does 
imply a degree of choice; this is about the 24-7-365 system that attempts to 
guarantee fair access for all users.  It should be adhered to at all times - 
even during contests.  Ignore it and anarchy follows.  Take a listen on 3795 
of an evening if you don't believe me.
