Peter, you should have known better than to try and use such a frequency 
set when such a contest is on. As I see it very much your problem and 
not the contest community as you could have easily used 14150+. As for 
CW that is under the IARU band plan usable across all frequencies apart 
from some beacon frequencies so not a legitimate complaint as I see it.

Likewise RTTY and data modes are very popular and will expand up and 
down from their "segment" during contests and I note the data community 
don't complain when the SSB and CW contests expand right over and beyond 
their segment. It is all part of the give and take of the community no 
one has a right to the full time use of any spectrum especially when 
demand is very high and requires more spectrum than the normal day to 
day activity of that mode. It is why we Radio Amateurs make such good 
use of the available spectrum.

As some one has pointed out the IARU band plan is advisory  to UK 
licence holders and observed by virtually all UK amateurs during normal 
day to day operation. In the case of 160m it is really nice to hear the 
band full of very strong signals as normally 160m is very barren and 
bereft of signals . Only international SSB contests and contesters fill 
160m with lovely strong signals. I heard contest stations up to 1980KHz 
and I guess there were times when it went higher still so full use was 
made of the band including the odd EU working out of band below 1810!
