[UK-CONTEST] CC's Data & 'Clubs'

There should be separate sections for 'proper' clubs & societies and 
contest groups which only exist
so that small groups of (top) operators can enter & in some cases 
dominate events like AFS, NFD & CC's.

I agree that data modes should be dropped from CC's but then perhaps I'm 
biased as I never use data modes (or RTTY).
