Dave,
I would query 'eQSL is a useful tool' because it is wide open to abuse. I
have witnessed scams for my DXpeditions, not just cases of 'Not in Log', but
where they have simply made up their own QSL 'card' with my one of my
call-signs on it.
I wouldn't deny players their bit of fun with eQSL but it cannot be 'useful'
for anything competitive, like awards.

I thought the answer was a firm no. However on the eQSL site there is a
statement dated November 2005 at http://www.eqsl.cc/qslcard/OrgBB.cfm
that says
'RSGB - For VHF/UHF awards, the RSGB says: "A print of an
electronically received qsl card is acceptable providing it contains
all the details of the qso." See this page for specifications on what
should be on the card.'
(half way down the page, search for RSGB). But the link given is now a
dead link. There is no mention of anything in the current RSGB VHF
awards rules (http://www.rsgb.org/vhfawards/ et al).
Maybe the VHF awards committee (if they monitor this reflector) can
comment on the current situation.
Despite criticism in many quarters (I know there are many on here who
slate it), eQSL remains a useful tool but you have to accept it can be
used for very few awards. If your interests are just self satisfaction
in knowing you really did work somebody though it is fine. LOTW is
widely touted, but that currently only counts towards ARRL awards so is
no good for RSGB ones.
