I think one reason for a rule which allows Skimmer is simply because to
police restrictions is impossible, so allow everything. I'm OK with that,
but many won't be. Some won't want someone using something they aren't (or
can't).
And if we have a rule which restricts use of Skimmer some will think that
someone who did better than them was using something which was not declared.
And that will just lead to another thread on here...

I have no problem with Skimmers/RBN etc being used but I think there is
a case for making a restricted section in NFD where no off-site
assistance at all is allowed.
I agree with Don that not all groups have the knowledge and resources to
deal with ever more complicated setups. A simple restricted section
also makes it a little easier to recruite newer ops/contesters.
