[UK-CONTEST] nfd rules

Those contests Tom already exist every month in the CC series.
Unfortunately very few of the new entrants of the CCs would appear to
have thought about setting up even a single band effort in NFD.
As a general point it's not a good idea to reduce Contests to
the lowest common denominator, it should be after all about self
improvement. We don't need the Nanny state of amateur radio Contesting
as well.
