[UK-CONTEST] 2012 contest rules

Following recent debate the general rules have this morning been updated as
follows:

Any group interested in contests will be banned from contests because they
have an unfair advantage and are preventing groups who have no interest in
contests from participating in contests. Contacts between stations
participating in contests will also be banned to encourage contest contacts
between stations who are not participating in the contest. Trophies and
certificates will only be awarded to groups who do not enter the contests
to prevent groups who do enter the contests from winning them. No band mode
changes will be allowed at any time during the contest. The exception
is stations who are not participating who may make unlimited changes.
