Thank you for your views Peter.

I simply threw a stone into the water with a radical proposal and with 
the intention of seeing what ripples of reaction it produced. So far 
they have been very focused. At least two volunteers have come forward. 
I confess to disappointment that several days have gone by and the 
contributors, who can normally be expected to make vociferous comment, 
have been so reticent.

Just a couple of personal views:

The means by which the Strategic arm would reach consensus would be up 
to that collective to determine - not for anyone else to work out for it 
and least of all the Tactical arm. Separation of roles and 
responsibilities is what those who have expressed an opinion seem to 
want. That would be one of the first jobs to that end, if the base 
suggestion is taken forward in some manner.

I chose the word "customers", because that was the closest descriptor I 
could think of in my 10 minute reflection. I agree the name is not 
perfect, but if they are not customers, then what are they? They are not 
forced to consume the product. They are free to express satisfaction or 
complaint. They can influence stock. They can start their own shop, if 
the choose. But then again, I never was in retail - perhaps it shows, to 
my detriment.
